In Germany there are indipendent public authorities, that provide transparency on the real estate market - the Committees of experts on real estate valuation (Gutachterausschuss fuer Grundstueckswerte). These committees connect private-economical know-how of real estate experts with the independence and competence of a public authority - without any political influence or control.
Each committee is an independent group of experts, which is not subordinated to political or other supervision. The members are appointed by the state. Their work is supported by an office, which is set up in the municipal or state administration. A copy of each contract of sale on real estate is given to these offices and is evaluated relating to the data with mathematical-statistical methods. On this basis the committees publish annually standard ground value maps and real estate market reports. The committee of experts also provides market value appraisals.
